- Address community priorities for student learning with an annual supplemental levy (levy for learning) renewed every two years
- Create space for future new students with bonds (bonds for buildings) about every three to four years
- Harness growth to fund school growth and keep the tax rate stable and predictable
Following this plan, Kuna voters have:
- 2017 - approved a bond for buildings
- 2017 - approved a levy for learning for 2017-18 & 2018-19
- 2019 - renewed the levy for learning for 2019-20 & 2020-21
Following its plan, the Kuna School Board is asking voters on March 9 to renew the levy for learning for the 2021-22 & 2022-23 for the same amount
Q: What's on the ballot March 9?
A: Our two-year levy for learning is up for renewal. If renewed, this supplemental levy would continue to provide $2.5 million for the 2021-22 and 2022-23 school year. The amount of the levy is the same -- no increase. The district's overall tax rate will not increase. Depending on growth in our community, the levy rate could continue to decrease as it has in 2019 and 2020.
Q: How will the levy be used?
The state does not fully fund education. It provides communities a levy to address local needs.
In December, our community affirmed that past priorities for our levy for learning are still very important.
The proposed levy renewal would:
- Continue to support more teachers -- 15 -- to lower class sizes & to provide free full time kindergarten
- Continue to support technology and textbooks for students and teachers
- Continue to support safety needs including: school resource officers, safety aides, behavior specialists
The levy also would be used to back fill funding for our sports and activities programs which have lost revenues during the limits on gatherings (spectators) during the pandemic.

Q: What would passage of the levy mean for taxes?
A: The levy is for the same amount - $2.5 million a year for two years. This means if approved, the
- Overall tax rate won’t increase, it stays at $4.08 per $1,000 of taxable value
- Overall tax rate may drop as new homes, new commercial property (growth) develops
Q: What if the levy is not renewed?
- We'd have no community support to reduce class sizes. Depending on growth, the problem may increase.
- We start to fall behind in replacing materials and technology that teachers and students use every day
Q: Why is the levy for learning on the ballot again?
Idaho law limits annual levies to just two years requiring Boards to seek renewal. The upside of frequent elections? Accountability. We get to share with you how levy funds were spent and check to ensure the renewed levy aligns with community priorities.
Q: Didn’t the district get new federal funds?
Yes. We received federal funds to help keep everyone safe while we serve children in person during a pandemic. This money also means we do not need to increase the amount of the levy to address costs associated with the pandemic. The state also expect district to use these funds to back fill cuts to state funding for school operations (1% cut in 2019-20 and 5% cut in 2020-21).
