Tech in the Classroom: KSD Developing Student Screen Time Guidance

Teaching & Learning Director Kevin Gifford outlined Kuna School District's initiative to evaluate and establish clear expectations for student screen time following its expansion during COVID.

He shared that the district is leveraging data gathered in a monitoring tool (Securly) to create a system to track and report usage across the district, in schools, and classrooms.

This system will track daily screen time averages and top-used applications across grade levels, allowing administrators to compare local usage against goals set by the district.

To address current usage, KSD is implementing immediate action steps that prioritize intentional, teacher-directed lesson design and ensure tech-free options are available during unstructured time.

The district is also auditing curriculum resources and assessment calendars to eliminate redundant digital testing.

Moving forward, KSD will gather input from parents, leadership teams, and the Teaching and Learning Guiding Coalition to synthesize these insights into a formal District Guidance Document and will update the Board on this work.

Refunding plan aims to reduce tax costs; pay remaining bonds off three years early

District financial advisor Michael Keith of Zions Bank's Idaho Public Finance updated the Board on a property tax bond refunding and debt restructuring plan designed to reduce overall interest costs and retire 2017 bond debt three years ahead of schedule.

Key details of the plan under consideration:

  • Accelerated Bond Payoff: Bond payments will be held flat at $4,530,200 through FY2029 before a final payment of $3,003,000 in FY2030. This will satisfy bond obligations by FY2030, compared to the baseline payoff timeline of FY2033.
  • State Property Tax Relief: For the past three years, state funding (HB292) vs. local property taxes have paid the district's bond payments. The restructured bond payments are also projected to be fully funded by HB292 tax relief funds, rather than local property taxes.
  • Facility Funding Acceleration: By retiring the bond debt early, 100% of state HB292 distributions—starting in FY2031—would flow directly into district facility funds. This unlocks full facility funding access three years earlier than the current plan.
  • Interest Savings: The restructuring is expected to generate interest savings, with the final amount to be determined.

Next Steps - The School Board is scheduled to consider final approval of the restructuring plan during its November meeting.

Excellence in Action: Indian Creek makes Top 10 in Idaho for math achievement; KHS offers competition team; & more

Superintendent Marcus Myers introduced Kuna Excellence in Action updates recognizing:

  • School Report:  Indian Creek Elementary Principal Kimberly Barker shared information about the school including a recent recognition in the Top 10 schools in Idaho for math proficiency.
  • New Student Opportunity:   A new student BBQ competition group - Kuna High School Smokers - launched by Culinary Arts Teacher Quinn Thompson was showcased.
  •  1st Quarter Student Achievement Benchmark Data: Trustees reviewed information from beginning of the year math and reading tests and heard what are next instructional steps in response to the information,
  • Annual Audit of Financial Statements: Every Idaho school district is required to have an annual audit. Dan Coleman of Quest CPAs reported to the board no issues were identified.
